I just bought a new pair of headphones and plugged them into the same HDMI
port on my monitor as I plugged the old pair into. The old pair works
just fine (busted head band makes them impossible to wear/use). The new
pair works fine for music only or voice only (no background noises at all)
audio just fine but if it has music (or anything but
vocals/lyrics)+vocals/lyrics the vocals/lyrics are at a bare audible volume.

Tested with firefox/deadbeef/vlc

Does the new headset have its own audio processing/filtering? I have
one with ANR. I tinkered with it: Listening to Buffalo Springfield's
"Stop children what's that sound" is best with ANR turned off.
Sibelius' "Finlandia" is better with it turned on. My passive earbuds
work better for "Stop Children", and are terrible with "Finlandia",
probably because the lows don't come through. I haven't had as extreme
a case as yours (yet). As usual with audio, YMMV.

Is the busted headband beyond fixing? Duct tape and fudgsicle sticks?

I don't think so (not very likely for a $20 pair).
